Councillor Mohammed Iqbal was first elected as Councillor for Leeds in 1999 and has served on many committees and third sector boards as well as being the first Muslim/Asian Lord Mayor of Leeds during 2006/2007. 

Councillor Iqbal is passionate about community safety, improving housing standards, education and employment.

He is currently a trustee and vice chair of Hamara centre and Member of New Abu Huraira Masjid Development project board, a member of the West Yorkshire combined authorities Business Innovation and Growth Panel, Community Safety Panel, the Leeds Faith forum, Leeds Religion and Belief hub and sits on the Adult health and Active life style Scrutiny Board. 

Councillor Iqbal was a member of West Yorkshire Police and Crime Panel for 6 years, taking over the role of Chair in June 2019.

Cllr Jacqueline Williams (Panel Vice Chair)

Councillor Williams is a member of Wakefield Council and has represented Stanley and Outwood East ward since 2004. She has held many positions in the last 17 years including: Chair of Licensing, Chair of Audit and Governance, Deputy Chair Planning and Highways. Deputy Cabinet Member Culture, Leisure and Sport, Deputy Cabinet Member Regeneration and Economic Growth, Deputy Mayor and Mayor of the District 2007 – 2009, and Council nomination to Wakefield and District Housing for 9 years (maximum term allowed).  Jacqui is currently a member of the YPO Management Committee, and has been a member of various Scrutiny Committees.

Jacqui supports and works with many groups within her ward – friends groups, area action groups and basic community groups She also devotes time to the charity Move Ahead, which works with the brain injured and their carers and more recently i-space a CIC working with young people and families.

Cllr Amanda Carter

 Amanda has worked as Head of Fundraising for the Police Treatment Centre, a medical charity caring for injured and ill, serving and retired Police Officers.  She was formerly at Martin House Children's Hospice, winning two national awards for innovation in her fundraising career.

With over 10 years' experience as an elected member, Amanda Carter has held a variety of roles, including Chairman of City Centre Plans, and is the founder and former Chairman of Leeds Bradford Corridor.  Amanda spends most of her time campaigning locally on behalf of residents.  She is actively involved with residents groups, schools, community groups, neighbourhood watch forums, and local charities.

Amanda is an advocate of Neighbourhood and Frontline Policing, and is keen to ensure the Police and Crime Commissioner is held to account, for the benefit of the residents of West Yorkshire, and to help the police better fulfil their role.

She is married to Councillor Andrew Carter CBE, with two grown up children, and enjoys walking the family dog, riding (when she gets the chance!), and writing.

Nicole has represented the Temple Newsam Ward in East Leeds since 2019.  Since 2015, she has worked as a Senior Caseworker for Richard Burgon, Member of Parliament for Leeds East.   Prior to this, from 1991 to 2015, Nicole worked for a firm of Solicitors, where she predominately worked in Criminal Law. 

Since being elected and working within her commuinty, amongst other things she has sat on the Environment, Housing & Communities Scrutiny Board. 

Nicole feels that the knowledge she has gained working within criminal law, as a caseworker in a constituency office and as a Councillor, has made her even more passionate about local people and local politics.   She feels that everyone should be protected and feel safe in their community.

Trevor Lake is an experienced NHS Trust Chair, Vice Chair, Non-Executive Director and Governors Chair  with experience of living and working across West Yorkshire and the wider region, including Mid Yorkshire NHS Hospitals Trust, NHS Calderdale Primary Care Trust and as a Governor at South West Yorkshire Partnership NHS Foundation Trust.

He has also been an Independent member of the West Yorkshire Police Authority and Independent Chair of the Joint Audit and Ethics Committee for the West Yorkshire Police Commissioner and West Yorkshire Police, an Accredited Peer Assessor for HMIC & the Audit Commission and a Senior Officer Selection Assessor for the National Police Improvement Agency.

Trevor has a Master's Degree in East Asian (China) Culture and Societies Studies from the University of Leeds and experience as a Director in private sector companies working with organisations and local government in the UK and in China.

Cllr Tariq Hussain

Tariq is an elected member for Great Horton Ward in Bradford. He currently works full-time for a BME Housing Association based in Huddersfield and has been involved in Housing over 20 Years. This has been in various capacities, including a Housing Advice Worker, a Project Manager and for at least the past 14 years in various roles in different Housing Associations, most recently as a Neighbourhood Officer looking after properties in Kirklees, Wakefield and Rotherham.

Following the race riots in Bradford, Tariq undertook some community cohesion work in housing, which was recognised as good practice by the Chartered Institute of Housing. He has also been The Chair of Calderdale Hate Crime Partnership.

Tariq is passionate about equality and justice, which led him to consider being involved in local politics.  In May 2015 he was elected as a Councillor and feels that this will be an effective way for him to influence change for all residents irrespective of their background.

Richard Dunbar has been a Councillor for the Thornton & Allerton ward in Bradford West Constituency since 2014. He has been on the executive team in both the Environment, Sport& Culture Portfolio as well as Education, Employment & Skills. He currently sits on the Corporate Overview and Scrutiny Committee as well as the Regeneration & Environment Overview and Scrutiny Committee. He is also the LGBT+ Champion for Bradford Council and their spokesperson on Problem Gambling.

Most of Richard’s professional working life has been in the field of Youth & Community Development and he has worked for small voluntary sector organisations, statutory providers and also large international charities. He currently works as a Community Organiser helping build power in local communities and making people realise they do have the skills to bring about positive change.

Cllr Sophie Whittaker

Elected in May 2017, Cllr Sophie Whittaker actively represents her community of Rastrick Ward. She is a Member of the Adults Scrutiny Panel, Calderdale Tourism Board and sits on the Brighouse Town Board, Rastrick Ward Forum and is involved in the Lower Valley’s ‘Safer, Cleaner, Greener’ Partnership. She is also involved in a number of community groups including Rastrick Big Local where she is involved in awarding grants to worth community projects within the Ward.

Since 2012 she was worked as a Constituency Office Caseworker for Craig Whittaker MP and has drawn upon her knowledge in this role and as a local Councillor to champion the cause of vulnerable people within society.

Prior to 2012, Sophie worked in Project Management for both an International NGO supporting children in the third world and a Local Domestic Violence Programme in Calderdale working with perpetrators to change their behaviour.  

Sophie sits on the board of trustees for My Mito Mission - a local charity highlighting the plight of suffers of the little known condition Mitochondrial Disease.

Sophie was appointed to the West Yorkshire Police & Crime Panel in June 2018. She believes firmly that we should all be protected from crime and that we should be passionate about identifying and tackling its root causes.


Cllr Sarah Courtney

Sarah Courtney was elected on to Calderdale MBC as a ward councillor for Calder Ward in 2018, and has also represented West End Ward on Hebden Royd Town Council since 2017.  

She is Deputy Chair of the Children and Young People's Scrutiny Panel at Calderdale Council and sits on the Licensing and Regulatory Committee.  For Hebden Royd Town Council, she sits on the Hebden Bridge Picture House, and the Staffing, and the Appeals Committees. Sarah also served two years as the Chair of the Hebden Bridge and Mytholmroyd Town Development Board. 

Sarah currently works as an office manager for an SME, but has previously worked in education, specialising in working with young people with Autistic Spectrum Conditions. She has also worked in a diverse range of jobs, including botanical research at the Natural History and Liverpool Museums; foster caring; working as a fundraiser for an LGBT counselling charity and for ChildLine; teaching English as a foreign language in Madrid; and driving small trucks for a wholesale, wholefood co-operative.  

Sarah also served two years as the Chair of the Hebden Bridge and Mytholmroyd Town Development Board, and is on the board of directors of C&K Careers.

Sarah is involved in community music in Hebden Bridge and runs open mic nights and singarounds, as well as being involved in an assortment of other musical events.  

Jo Sykes

Jo Sykes has lived all her life in West Yorkshire and spent the majority of her working career in West Yorkshire Local Authorities.

Jo commenced her working career in Education Services, working with school Governing Bodies, Parental Complaints and then with the Behaviour Support Services. It was this work that lead to her developing an interest in Community Safety. From 2000, Jo has worked as Community Safety Manager in different Local Authorities delivering the statutory requirements of the Crime and Disorder Act (1998) and working to promote a partnership approach to addressing the challenges of crime and disorder. In 2009 Jo was appointed Head of Safer and Sustainable Communities in a South Yorkshire Local Authority, but is now on secondment working across South and West Yorkshire on a Youth Justice Board project.

Jo has a degree in Management Administration, Post-Graduate Certificate in Community Safety and a Diploma in Management Studies.

In her free time Jo is involved with amateur dramatics - being a performing member of 2 local groups - she also works to promote Girlguiding locally through marketing and PR. Jo enjoys holidays and time with her family.

Jo is delighted to have been selected as an Independent member for the West Yorkshire Police and Crime Panel.

Councillor Masood Ahmed has lived in Dewsbury all his life and represents Dewsbury South ward.  He has been a Councillor for 10 years and has served on various committees and panels over this time and is currently a board director on the QED (KMC) Limited (Special Schools), working with special schools across Kirklees.  He is also a trust member on the Dewsbury Endowed Schools Foundation Trust Advisory Committee, Walker and Greenwood Educational Charity and the lead portfolio on Community Safety and Cohesion on the Dewsbury and Mirfield District Area Committee.

Masood's main priorities are Education, Health, Policing, and Housing. Young People, Community Safety and Cohesion

Councillor Cahal Burke was elected to Kirklees Council in 2010, representing the Lindley ward.

Councillor Burke studied at the University of Huddersfield and combines council duties with teaching part time in Huddersfield.

Councillor Burke is the Chair of Lindley Community Group of which he is also a founding member (2008). The Group of local volunteers organise events in the Lindley area including the Lindley Carnival, Lindley 10k, Huddersfield Youth Festival along with supporting local groups and organisations.
